Facts

In October 2025, Luxembourg supported Jamaica in the aftermath of Hurricane Melissa, a devastating Category 5 storm that made landfall near Black River, St. Elizabeth parish, on 28 October 2025. As the strongest hurricane ever recorded in Jamaica, Melissa brought extreme winds, torrential rainfall and severe storm surges, causing extensive damage to homes, critical infrastructure and essential public services across the island.

Under the Union Civil Protection Mechanism (UCPM), Luxembourg offered targeted assistance to help restore essential services and support the immediate needs of affected communities. The offer—formally accepted by Jamaican authorities—consisted of 12 diesel generators to ensure emergency power supply and 2,000 tarpaulins to provide rapid, temporary shelter for families whose homes were damaged or destroyed.

The emergency.lu team prepared all export and donation documentation and coordinated closely with European partners to organise shared logistics. All relief items were consolidated at the Contern logistics hub, where they were packed into wooden crates and 20 pallets, then dispatched for shipment to Kingston Wharves / Kingston Freeport Terminal for handover to Jamaica’s Office of Disaster Preparedness and Emergency Management (ODPEM).

This deployment reflects Luxembourg’s continued commitment to timely, practical disaster-response support through the UCPM—helping Jamaica restore critical services and meet essential needs in the wake of unprecedented hurricane impacts.
