In Niger’s Tahoua region, the Emergency Telecommunications Cluster (ETC) is establishing a new Information, Communication and Training Centre designed to improve digital access for crisis‑affected and underserved communities.

The centre will provide free internet connectivity, public Wi‑Fi hotspots, and a safe, inclusive space for digital learning, training and community engagement. It forms a core component of the wider ETC Sahel Project, which addresses critical gaps in connectivity, digital literacy and access to information across remote areas of the Sahel.

To support the centre’s establishment and ensure robust, reliable satellite connectivity from the outset, the Government of Luxembourg has donated a complete Ku‑band VSAT kit and accessories from its emergency.lu capabilities to the WFP Niger country office, specifically for use by the ETC. The equipment package—formally handed over in Niamey in August 2025—includes an iDirect modem, Cisco Catalyst 3560 switch, NoSaCo rack, 6W Ku‑band BUC, Ku‑band LNB, intermediate frequency cables and a full VSAT dish with mounting accessories.

Through this in‑kind contribution, Luxembourg directly supports the ETC’s mission to bridge the digital divide in Tahoua, strengthen local resilience, and improve equitable access to vital information and communication services. By enabling reliable satellite‑based connectivity, the donation empowers humanitarian responders, local institutions and communities with the tools they need to safely connect, learn and participate in digital opportunities.
