Facts

In 2023, Ukraine’s critical infrastructure faced sustained disruption as a result of ongoing conflict, particularly affecting electricity networks, water supply systems, and municipal services. Frequent power outages created significant challenges for local authorities and essential service providers, increasing the vulnerability of affected populations, especially during winter conditions.

To help address these urgent needs, Luxembourg, through emergency.lu, mobilised a targeted in‑kind contribution from its national emergency stockpile.

Luxembourg’s Contribution of Emergency Generators

Luxembourg donated 100 diesel generators (Pramac 6 kVA) to support local resilience and ensure continuity of essential services in Ukraine. The generators were individually packed on pallets, representing a total volume of approximately 57.3 cubic metres and a total weight of 11,693 kilograms.

The equipment was transported via a coordinated road operation facilitated by an EU‑contracted logistics broker. The delivery route passed through Luxembourg, Germany, and Poland before reaching Ukraine, ensuring timely and secure delivery despite the complex operational environment.

Targeted Distribution Across Affected Regions

Upon arrival, the generators were distributed to several priority locations across Ukraine, based on identified operational needs:

  • 32 generators to the municipality of Novohrodivka (Donetsk region)
  • 20 generators to Cherkasyvodokanal (Cherkasy) to support water supply operations
  • 18 generators to the Chernihiv region, including:
    • 8 to Chernihiv
    • 3 to Pryluky
    • 4 to Koryukivka
    • 3 to Novhorod‑Siverskyy
  • 30 generators to the municipality of Molochansk (Zaporizhzhia region)

This targeted allocation ensured that the generators supported both urban municipalities and critical service providers, including water utilities and local administrations.

Strengthening Local Capacity and Essential Services

The donated generators provided reliable backup power for key infrastructure, enabling municipalities and service providers to maintain operations during electricity disruptions. In particular, they supported:

  • Continuous operation of water supply systems
  • Functioning of administrative and emergency services
  • Maintenance of basic public services under crisis conditions

By reinforcing energy resilience at the local level, the operation contributed to stabilising essential services and improving living conditions for affected communities.

A Coordinated European Effort

This contribution formed part of a broader framework of European assistance to Ukraine, demonstrating effective coordination between national authorities, operational partners, and EU‑supported logistics mechanisms. Luxembourg’s rapid mobilisation of stockpiled assets highlighted the importance of preparedness and flexible response capacities in addressing infrastructure‑related humanitarian needs.
