In 2024, escalating hostilities and cross‑border incidents in and around Lebanon placed enormous strain on an already fragile national health system. Hospitals faced rising numbers of trauma cases, supply shortages and pressure on essential services, while frontline medical personnel struggled to maintain safe working conditions. In this context, the Lebanese authorities submitted a request for international assistance through the EU Civil Protection Mechanism (UCPM), calling for urgent deliveries of hospital equipment, consumables and personal protective equipment (PPE).
Responding in solidarity, Luxembourg offered a significant in‑kind donation from the Ministry of Health and Social Security’s national medical emergency stockpile. The offer—which included hospital beds, mattresses, medical devices, PPE and medical consumables—was formally accepted by Lebanon on 17 October 2024.
Following acceptance, the Ministry of Health (M3S), the National Health Laboratory and Supply Centre (SNPL/FHL), and the Directorate for Development Cooperation and Humanitarian Affairs worked jointly to prepare detailed packing lists, volumes, values and export documentation. The emergency.lu team coordinated closely with the Emergency Response Coordination Centre (ERCC) and its contracted broker to design a tailored air‑transport solution from Luxembourg to Beirut under UCPM co‑financing.
The logistics were carried out by CFL‑Logistics, which picked, palletised and prepared the entire shipment for . On 20 January 2025, the cargo was flown by EU‑brokered charter to Beirut Rafic Hariri International Airport, where it was formally handed over to the Lebanese Ministry of Public Health.
